In our schools and colleges, the speed with which fees are collected, perhaps even the revenue is not collected as strictly. One day is appointed each month . Admission of fees is mandatory on that day. Either pay the fee or get the name deducted or pay some fine daily till the fee is not filed. Somewhere there is such a rule that the fee is doubled on the same day, and if double the fee is not paid on any other date, then the name is cut. This was the rule in the Queen’s College of Kashi. If the fee was not paid on the seventh day, then on the twenty-first, double the fee had to be paid, or the name would have been cut. What could have been the purpose of such strict rules but that the boys of the poor should run away from school.
